About the Information System Organisation (ISO)

The Information System Organisation (ISO) functions under the Irrigation and Water Resources Department, Government of Uttar Pradesh, and serves as the central technical and digital governance wing of the Department.

ISO is responsible for the planning, development, implementation, operation, and maintenance of IT-enabled systems, including departmental portals, dashboards, websites, mobile applications, and digital platforms that support efficient administration, monitoring, and decision-making.

ISO operates under the administrative control of the Chief Engineer (Information System Organisation) and provides integrated technological support for digital governance, information management, and monitoring systems within the Department. Through the development and management of digital platforms and databases, ISO facilitates transparent administration, and data-driven decision-making at various levels of governance.

The organisation also supports the dissemination of departmental information through digital platforms and oversees the official social media presence of the Irrigation and Water Resources Department and the Hon’ble Jal Shakti Minister to ensure timely communication and public outreach.

Vision of ISO

To establish a transparent, efficient, responsive, and technology-driven governance framework in the Irrigation and Water Resources Department through robust digital systems, real-time monitoring, and data-centric decision support.

Constituent Units of ISO

The Information System Organisation comprises the following key technical units that collectively support digital governance, flood management, and water resources information systems in the State.

1. Computer Centre

The Computer Centre functions as the primary IT infrastructure and technical support unit of ISO. It is responsible for implementing and managing information technology systems across the Department and maintaining the IT infrastructure at the departmental headquarters and field offices.

The Centre manages the departmental website, Management Information Systems, and various e-Governance platforms including e-Tendering, Government e-Marketplace (GeM), Manav Sampada (eHRMS), and e-Office systems. It also provides technical support for NIC email services, digitization of records, digital dashboards, and IT equipment maintenance, thereby acting as the technological backbone of departmental digital operations.

2. Flood Management Information System Centre (FMISC)

The Flood Management Information System Centre (FMISC) serves as the Technical Secretariat for flood management in Uttar Pradesh and acts as a central clearing house for flood-related information in the State. The Centre was established to strengthen flood management using modern technologies such as remote sensing, GIS, automated hydrological monitoring, and telemetric data transmission.

FMISC coordinates with various State and national organizations including NRSC, CWC, IMD, and RSAC for data sharing and technical collaboration. It develops flood databases, GIS-based knowledge systems, flood forecasting models, and information products such as flood alerts, river monitoring reports, and inundation maps to support preparedness, planning, and emergency response during flood events.

3. Uttar Pradesh State Water Informatics Centre (UPSWIC)

The Uttar Pradesh State Water Informatics Centre (UPSWIC) is a State-level institution dedicated to the collection, validation, analysis, and dissemination of water resources data in Uttar Pradesh. It operates in collaboration with the National Water Informatics Centre (NWIC) under the Ministry of Jal Shakti, Government of India.

UPSWIC establishes systematic mechanisms for collecting water-related data from various State departments and organizations, validating and organizing the data in standardized formats, and disseminating it through digital platforms such as Uttar Pradesh Water Resources Information System (UP-WRIS) and the Water Information Management System (WIMS). These systems support effective planning, monitoring, and policy formulation for sustainable water resources management in the State.

Major Functions and Works of ISO

  • Planning, development, implementation, operation and maintenance of IT-enabled systems for the IWRD.
  • Development, management, and continuous updation of departmental websites and portals.
  • Coordination and validation of departmental project-related information on the CMIS Portal.
  • Management and maintenance of IT infrastructure at the departmental headquarters.
  • Technical coordination and IT support for e-Governance platforms, e-Tendering, and e-Office.
  • Support to FMISC for flood forecasting, monitoring, and reporting.
  • Technical support to the Central Flood Control Room during flood periods.
  • Collection, validation, and dissemination of water-related data from various State departments.
  • Sharing of time-series and geospatial data through UP-WRIS and NWIC platforms.
  • Support to State-level water resources planning and policy formulation.
  • Coordination and monitoring of grievances through the Government-run IGRS Portal.
  • Management and monitoring of official social media platforms and digital outreach.
