Overview of FMISC
The FMIS Centre was created vide G.O. No. 2058/14-27-Si-4-25(W)/14 dated 20/10/2014.
FMISC acts as the **Technical Secretariat** for flood management in Uttar Pradesh and functions as a clearing house for all flood-related information. It promotes innovative concepts and technologies to improve flood management, develops databases, analytical tools, and information products, ensures effective dissemination, and provides an interface among flood management stakeholders, including GoUP agencies and communities.
Objectives
Strengthening Institutional Capacity through Modern Technology
Long-term Objective
To support effective flood control and management across all flood-prone river basins in the State through sustainable technological integration.
Short-term Objective
Successful piloting of flood hazard characterization and operational flood management products in specific river basins like the Rapti and Ghaghara.

Coordination & Management

Inter-Agency Liaison
Active collaboration with **NRSC, RSAC, CWC, IMD, GFCC, and SOI** for sharing critical flood-related data, satellite imagery, and meteorological experiences.

Collecting and compiling all flood-related data into a comprehensive centralized repository.
Remote Sensing Support
Analytical support for anti-erosion planning and emergency river management using GIS.
Capacity Building
Strengthening internal talent through workshops, training, and international exposure visits.

Implementation Philosophy
Initial focus is on the **Rapti basin** as a pilot, with planned extension to the **Ghaghara** and other Eastern UP basins. We prioritize preparedness through capacity building, river monitoring, and community outreach, while supporting emergency management via near real-time mapping.
