About the Computer Centre
The Computer Centre is a specialized technical unit functioning under the Information System Organisation (ISO) of the Irrigation and Water Resources Department, Government of Uttar Pradesh.
The Computer Centre operates under the administrative control of the Chief Engineer (Information System Organisation) and plays a central role in the computerization and digital transformation of departmental operations.
It was established to support the implementation of information technology–based systems and applications across the department, including activities related to Management Information Systems (MIS), e-Governance initiatives, procurement platforms, human resource management systems, and digital service delivery mechanisms.

Objectives
Workflow Computerization
Computerize departmental processes in accordance with Government policies.
Website & MIS Update
Maintain and continuously update the official departmental website and MIS platforms.
Transparent Procurement
Facilitate procurement through e-Tendering and Government e-Marketplace (GeM).
Human Resource Mgmt
Support human resource management through centralized digital systems.
Technical Infrastructure
Provide technical infrastructure and IT support to headquarters and field offices across the state.
Key Functions and Responsibilities
- Maintenance of computers, photocopy machines, and fax machines installed at the office of the Head of the Department and other departmental offices.
- Providing new computers and allied equipment / laptops / photocopier machines / fax machines, etc., to the Government and the office of the Head of the Department.
- Continuous updating and maintenance of the official website of the Irrigation and Water Resources Department (https://idup.gov.in).
- Operation and monitoring of the departmental Monitoring Management System (MMS) for performance tracking and reporting.
- Uploading of tender notices, tender documents, auction-related documents, and other statutory information on the website.
Uploading the daily flood bulletin received from the Central Flood Control Room on the newly developed Irrigation Department website http://idup.gov.in, developed as per GIGW Guidelines, during the flood period.
- Implementation and operational support of the e-Tendering system in the department as per Government orders.
- Registration and management of Digital Signature Certificates (DSC) of departmental officers on the e-Tendering portal.
- Support for preparation and standardization of Standard Bid Documents (SBD) and Standard Technical Evaluation Sheets to ensure transparency and uniformity in procurement.
- Registration and continuous updating of officers’ and employees’ data on the Manav Sampada Portal (ehrms.upsdc.gov.in).
- Coordination with field offices for timely data feeding and monitoring of progress.
- Implementation and support of procurement through the Government e-Marketplace (GeM) portal.
- Registration and facilitation of Primary Users, Verifying Officers, Buyers, Consignees, and Paying Authorities.
- Technical coordination for procurement-related activities as per Government guidelines.
- Support for implementation of the e-Office system in departmental offices.
- Coordination for procurement of hardware through GeM, LAN connectivity, internet lease lines, and user training.
- Facilitation of Digital Signature Certificates (DSC) and NIC email IDs required for e-Office operations.
- Creation, verification, and password reset of official NIC email IDs for departmental officers and employees.
- Daily monitoring of pending requests through authorized NIC portals.
Uploading and integration of departmental progress data on platforms such as CM Dashboard / Pragati App for review and ranking at the State level.
Scanning and digitization of physical files to support paperless governance and e-Office implementation.
Role of the Computer Centre under ISO
The Computer Centre functions as the technical backbone of the Information System Organisation (ISO). It ensures effective implementation of IT policies, Government Orders, and digital initiatives across the department. The Centre coordinates with NIC, UPDESCO, IT & Electronics Department, and other Government agencies to ensure secure, standardized, and compliant digital systems in alignment with State and National e-Governance frameworks.
